In Ukraine, 161 attacks/threats against professional and civil media workers, editorial offices of traditional and online media outlets were identified and analysed in the course of the study for 2025. Data for the study were collected using content analysis from open sources in three languages: Ukrainian, Russian, and English.

To verify the cases and further categorise them, we also used data from a professional survey conducted by the National Union of Journalists of Ukraine, in which more than 100 respondents took part – including injured media workers, as well as relatives and colleagues of injured/killed journalists. A list of the main sources is presented in Annex 1.

  1. In 2025, an increase in the number of attacks on media representatives was recorded – 161 incidents compared with 122 incidents in 2024.
  2. In 2025, three journalists were killed by drones: French photojournalist Antoni Lallican, military correspondent for the TV channel FREEDОМ Olena Hramova, cameraman Yevhen Karmazin and Ukrinform news agency editor-in-chief Tetyana Kulyk.
  3. In 2025, 64% of attacks on journalists and media outlets on Ukrainian territory were perpetrated by occupying Russian military forces.
  4. At least 72 incidents involving damage to media offices, vehicles, equipment, and journalists’ homes were recorded in 2025. This accounts for 45% of all incidents.
